I don't mind my employees chatting with their wives a little during the day, or checking an ebay auction they're interested in. But I know that some of them spend an hour a day, maybe several hours a day chatting, visiting useless sites, and so on. I don't rule with an iron fist, but it was just prudent for me to maintain accountability.
The other thing I'm concerned about is the integrity of our network. With Sarbanes-Oxley legislation and lawsuits looming out there, I knew it was good practice to maintain records of my employees' surfing, chats, instant messages, and even of their emails.
